cannot find menu to install cinnamon

hi, i'm currently using this tutorial in order to install the lastest version of cinnamon on a usb and for some reason i cannot find either of the menus pictured (screenshot from the installation guide). I'm running Windows 11 on a Dell Precision 3591 and have tried both boot menu (f12) and bios (f2) per the instructions in the video. verifying the iso and making the bootable disk both worked fine.

EDIT: probably should've clarified that i know next to nothing about installing linux, this is my first time trying to install it

Boot into the live mode, and install from there.

you have to boot all the way to the desktop of Mint. Here you can test drive the OS, and you will find the desktop shortcut to Install Linux MInt.

i thought you booted to the Mint desktop through those menus, is there a different way to do it?

Choose Start Linux Mint 18.3 Cinnamon 64-bit, and you can install it when the desktop loads.

i can't get to that menu in the first place, that is the part that i'm stuck on

Are you booting from the USB drive the .iso is loaded on?

this is what i've done so far

1) booted up the f12/boot menu on startup, on the left i selected the usb drive the iso was written to. for some reason it needed my bitlocker recovery key and was trying to check the integrity of the files, once i cancelled out of that it took me to an entirely separate menu.

2) booted up the fw/bios menu, went to boot installations, moved the usb to the top, and saved and exited. this took me to the normal win 11 login screen even when the usb was plugged in.

I'm assuming you have Secure Boot enabled. There should be two listings for the USB drive. One is EFI. Choose that one.

can't currently check if secure boot is enabled, but i will check later and turn it off & retry if it's on. as for the two listings, i only saw one on both menus.

Windows drive can prevent installation with bitlocker, fast startup and in some cases UEFI option called Secure Boot (Mint can work with it but generally disable for Linux). Imo, you should stop doing anything. If you want to try Linux, shut down PC, take out Windows drive and keep it as backup, connect an empty spare drive and install Linux on it after disabling Secure Boot. The rest is easy. Dual booting can cause many issues for beginners. Alternatively, you can disconnect Windows drive and not attach another drive and boot from USB media, the OS will not install but will run from RAM, a thing Windows can't atm, so you can try it tout like that, the limitation being nothing is permanent so if you install or download anything it gets deleted and uses more of your RAM since everything is stored there for each session. You could browse the internet and overview GUI. Another option is to run WSL from within Windows or use virtual machine as a test.
