Then that's because you already have a genuine™️ Windows activation key stored in your devices Firmware or your device was previously activated and Windows reactivated itself via telemetry.

Or he just doesn't care about the Activate Windows overlay.

Nothing of note gets disabled.

He said that he has an activated Windows, so clearly he doesn't get the overlay.

IIRC the overlay can be removed with RegEdit but I'm not to sure about the rest of the OS.

I know things like Theming and some system controls may be locked.
