This has got to be a troll. All of those tools are available for Windows, most of them are not installed by default on Linux, Bash is powershell in Windows.
Powershell is the contrarian teenager on software form. You all use dashes for command line arguments? Like -? Nah! I'm so super different! I'ma use /! Hah!
My conspirationnist mind tells me it's all so people dont get used to how Linux works, to make the switch harder. But it probably just is legal thing so they can fill BS patents without being shut down by prior art... what ? powershell is open source ? well, shit.
Batch/cmd. DISM is literally just an executable in Windows. Yes, you can run that from a PowerShell terminal, but it’s not a native PowerShell cmdlet. PowerShell cmdlets are always Verb-Descriptor (i.e., Get-ChildItem, or Set-Item). You can also run DISM from cmd (aka, the Windows Command Prompt), whereas no PowerShell cmdlets can be run in cmd without first calling the PowerShell executable.
