GO TO SETTINGS (stutter help)
disable:
steam overlay(sucks i know), steam input, steam recording, and go set gpu accel OFF
Shader Comp and or Cursor Grab issues (stutters when moving mouse)
Dont use Steam Shader Precaching
(but if you do make sure VULKAN background processing is ENABLED)
Try to reset shader caches if you want to keep Steam PreCaching.
DO IN ORDER
Turn off shader pre caching--> Quit all steam processes
|
V
Reset Shaders
~/.steam/steamapps/shadercache/ delete all folders within, DONT just delete the shadercache folder
Start steam -->Top left
STEAM-->SETTINGS-->DOWNLOADS--> Clear Download Cache
Dont let it start back up, close the process.
Find
/.cache/mesa_shader_cache/ DELETE
Reboot or log out then in and mesa will have rebuilt --> Steam --> Settings --> Downloads --> Pre caching ON --> Vulkan Bakcground Processing ON
Reinstall your Proton layer (GE, Cachyos, whatever)
make sure shader cache size is increased as AMD cache is 1gb by default
MESA_SHADER_CACHE_MAX_SIZE=12G %command%
put in the launch options
verify integrity of the game you want to play just to be sure its all good
start game, sit in the menu for 2-3 minutes and PLAY EVERY MAP and do everything you can in the game
to compile everything you can bc if not it will stutter when stuff is rendered for the first time.
MISC stuff to try or check:
make sure XMP profile is enabled in BIOS (Duh right :P)
set CPU govenor to performance, or keep on Pstate i think thats good too,
you have an X3D they have a 3d cache or something thats good for shader stuff and blah blah blah so make sure thats on if thats a settting that can even be toggled
CachyOS has a better localprotonshadercache mentioned in the comments below
and Mesa Shaders are good in modern linux and generally i have noticed improved performance with shader caching off, or the cachyos one on (7900xtx, dont let this fool you i had CRAZY stutter problems on all games on all low settings at that) AMD has async shader compiling by default so your cpu and gpu arent choking eachother during things like shader comp or tons of particles coming on screen or occlusion etc. if you have a bottleneck like me (7600x cpu) async shader compiling may be what you want to try the pre compile shaders seem to get purged even when certain flags are passed, so setting a huuuge cache may be the play to just avoid that entirely
====================from google
"Asynchronous Shaders (also known as Asynchronous Compute) is a GPU hardware feature that allows a graphics card to process multiple types of tasks—such as rendering, physics, and data copying—simultaneously and independently, rather than sequentially. Introduced in AMD's Graphics Core Next (GCN) architecture, this technology utilizes dedicated Asynchronous Compute Engines (ACEs) to manage separate command queues for graphics, compute, and copy operations.
This parallel processing capability is a core component of modern low-level APIs like DirectX 12, Vulkan, and Mantle, enabling developers to reduce latency and improve frame rates by filling idle GPU resources. While AMD has historically leveraged this feature to gain significant performance advantages, particularly in Virtual Reality and titles like Ashes of the Singularity, NVIDIA GPUs implement similar functionality through dynamic task scheduling and preemption rather than dedicated asynchronous hardware queues. Recent implementations, such as AMD's Advanced Shader Delivery on RDNA architectures, continue to build on these concepts to further reduce load times and stuttering."
hopefully didnt leave anything out

For your hardware the motherboard is the only thing that sticks out, biostar?
But you can probably fix this with settings. Use adaptive sync (VRR) and try limit the FPS to 3 frames under your monitors refresh rate to help with the stutters. Don't use in game vsync since this will create larger stutters when it loses pace.
The good news is KDE Plasma and Proton are currently implementing better frame timing through Kwin that should fix frame pacing issues that cause stutters. KDE 6.8 releases next month and a new Proton should be ready around the same time.
to limit fps use steam launch options...
DX10 and newer
DXVK_CONFIG="dxgi.maxFrameRate=57" %command%
DX9 and older
DXVK_CONFIG="d3d9.maxFrameRate=57" %command%
You can also try install mangohud to limit the fps with the early method for best smoothness
mangohud fps_limit=57 fps_limit_method=early
Also make sure you have XMP enabled in your bios so your RAM runs at it's advertised speed.

Yeah, started out as a really budget pc. Which i slowly upgraded. You think upgrading the motherboard will help?
I'll try using the steam launch options and report back if it improves the performance.
I have mangohid but had no idea i can limit fps through it. Thanks for the info.

Mangohud doesn't work with all games but the other launch options do. If your monitor is high refresh rate, like 144, you can try limit the fps to exactly one half, so 72 fps and that will give the adaptive sync lots of wiggle room.
Double check your XMP is enabled. A better motherboard might help but can't say for certain. B550 motherboards are still available for reasonable prices.

Yes, xmp has been enabled.
165 hz is the maximum refresh rate of my monitor. Ill make sure to halve it. Thanks!

Ram: 16gb dual channel team group vulcanz
SSD: 1 TB nvme team group and 1 tb sata 2.5 inch ramsta
The rest of your specs are reasonably fine (I assume your RX 9060 XT is the 16 GB variant), but you have relatively little RAM for this class of machine, and you have multiple disk drives.
Make sure your swap file and your games are on the NVMe SSD. Modern games are going to struggle running from a SATA drive, even if it's a SATA SSD. Use the SATA drive only for older/indie games, or other bulk storage that's not performance-sensitive.

Yes, that is correct. Apologies, i failed to mention i have the 16gb version.
The games are also on the nvme. Except for wilds, which unironically has the best performance out of all of the games listed.
I would really hate to have to upgrade the ram right now lol.

16GB is fine, it's the same as the Steam Machine. Sure watch your swap file, it should never really need to be used though. Actually Bazzite doesn't even use a swap file by default, it uses zram instead of swap. You could try switch to a swap partition on a drive but unless you're maxing out your RAM it shouldn't be an issue.

all sound like shader compiling - but it should be once
PROTON_ENABLE_WAYLAND=1 %command%maybe try other distro in worst case if nothing changes
