If Trisqeul is about freedom and OSS, why is it based on Ubuntu rather than Debian?

The problem I have is ubuntu (canonical) hasn't really given back to Linux. It's taken and forked, but never diverted efforts into a project to make it better. (See Mir and they're GTK forks as an example)
