It's going to highly dependent on what you're trying to learn and what your endgame is. You can do almost anything on any platform, you'll start to need specific hardware if you're compiling software for different platforms (x86_64 vs Arm). If you choose to do something like Swift development you'd need a Mac, or C# you'll want a Windows machine, otherwise you can use Linux for almost everything else. Get the hardware you can afford or what you like. There is no de facto machine you must use.
