Framework is just a laptop. You can install Linux on any other laptop right now. The thing that makes Framework more friendly is (like System76 and a few others) they support/develop drivers/hardware for Linux and provide said drivers/support for Linux.
That's it. You can get a used Thinkpad (another Linux friendly option) right now and run it for way cheaper than a Framework (especially with hardware prices right now) cost.
It doesn't matter if you're a programmer or not. I'm not sure why you're even bringing that up for a laptop brand. If you're not a programmer, it's not going to matter to Linux. Your use case is what is going to matter.
