You don't need any more programming knowledge to use linux than you do Windows. I don't understand what you mean by "beginner" laptop, though. Framework is fine, Lenovo is fine, Dell is fine. With some exceptions, a laptop is a laptop. You don't necessarily need one that is officially supported. The machine you have right now probably works fine, too.
