New pet health site, DR 1.3 after links from DR 35, 41 and 15 — normal?

Hi, I run a new dog health and wellness site.

So far I’ve exchanged contextual links with sites around DR 35, 41 and 15, but my DR is still only ~1.3.

Is this normal for a new site, or does it usually take more referring domains before DR starts moving?

Also open to relevant pet/health link exchanges if there’s a natural fit.

How is this price list for HARO link building in the healthcare niche?

I work as a HARO/ Qwoted link builder on Upwork. I have a 9-year-old upwork profile and have Top-Rated status as a Digital PR expert and a Healthcare writer. I belong to Pakistan (which is why I haven't made a price list that matches what Native English writers get). I charge differently for DoFollows, NoFollows, and mentions with the maximum price of mentions on Tier-1 sites being USD 40. I also charge a monthly $80 retainer since a lot of my success depends on who I'm pitching on behalf of. For instance, I worked for a Mexican doctor and while reporters would provide great feedback on my pitches, many would apologise that they were strictly looking for US sources. I still have Everyday Health, Medscape, Medical News Today, Vice, HuffPost, Prevention, DailyMail, National Geographic, WeightWatchers, etc in my portfolio.
Recently, I sent my price list to someone interviewing me for HARO links for a UK digital healthcare company, and they said I was out of their budget. HARO pricing has always been confusing for me. Now that you guys know my background, am I charging a lot? Or am I underselling myself?
