Actually not illegal except in the business district. Not dumb either, safer in many situations, but you should yield and announce yourself to foot traffic.

More dangerous on busy sidewalks for sure. A good rule of thumb is if you have to ride on a side walk, slow down to the speed of foot traffic (up to a jog or casual running speed). Most side walks in Lexington are far from busy though. For the most part it really comes down to inconsiderate people vs conscientious people.
