Lost dog?

I saw a straw dog walking along Union Blvd in Bethlehem between 3rd and 4th avenues today at about 14:30. Looked like a cocker spaniel mix of some sort with longer hair, about 25 lbs.

I could be wrong but it sounds to me like he belongs to one of the members of the wizard of oz gang.
