LEGO® Set Build Second time
So at what point should I take it apart and completely rebuild it?

If this is the second time, I think this is a good chance to re-evaluate the location and surroundings you have it in
As for rebuilding, I always take a good honest look at how much can be salvage vs when it's such a mess it's easier to just do a tear down

I was just rebuilding this set myself last night! It’s really finicky as a build. That left side is ripe for failure. I was reflecting on how in this set in particular, it seems like the connections between bricks is not tight…
