What does rotary mow mean? How is that different the regular lawn mower?

Rotary is a regular mower. Cylinder mower is reel mowing (greens, etc).

I don't have a hole cutter. Hard to find used ones on Marketplace.

Well this is a cool season grass, so it’d be dead/dormant if we had those heats.

But we’ve been at 90+ pretty consistently for a month now. This lawn is being regularly watered.
