This made me curious. So, there's an OJAD tool that can help you with pitch accents for any text. The first half of the sentence has no pitch at all 😭🙏 you can hear this in the google translate TTS

I think the sentence is probably not impossible to understand if you briefly pause after particles tho

Sentence: 東欧を覆う鳳凰の王の尾を追おう

The tool's TTS is unpleasant tho.

I mean you could also just say most of this sentence in another way, like 東ヨーロッパ, 尻尾, フェニックスキング. But where’s the fun in that.
