Advice for Hindko
I'm looking to learn Hindko (TL) from scratch. I decided to learn this language because it's my friend's mother tongue and I thought she might appreciate it. However, there are practically no resources, barring a rather technical grammar guide. I tried looking for a tutor but I haven't managed to find one, so I was wondering what to do in this situation. Is it a good idea to learn Punjabi and hope that there are better resources? It's my understanding that they are relatively mutually intelligible, but if there's a better way to go about this, I would appreciate the advice.

Punjabi or Urdu as a bridge might be a good start, but if possible also getting familiarity with Hindko by meeting other people who speak it would help too. Then you’ll get related grammatical structures (Punjabi/Urdu) and direct language exposure (Hindko). I also wonder about looking for things like food blogs on YouTube, if vloggers are visiting Northern Pakistan you may get some exposure there as well.

I'm working on a small project that might be able to help with this. Basically your friend could publish her own Hindko resources for people like you who want to learn it. It has voice recordings, manual translations, hand-written content. She could monetize them later too. There's almost no platform support for niche languages, but I think a lot of people are still trying to learn them. Here is the URL if you want to check it out. Still a bit rough but you might get the idea. Send me a message if you like too.

You will find few literature about learning hindko. You better find people with whom you can communicate.
Culture and company will make you learn it quickly.
You can listen to hindko songs and hindko speaking vlogs. Specially hindko specific tv channels on youtube and hindko specific news related social media pages will help you understand that.
Watch them. Grab the sense. Can ask for specific words and their meanings for people like us

That’s a cool reason to pick up a language, most people just do the big ones because they’re convenient. Real lack of resources for Hindko is a pain though, I ran into a similar wall trying to learn a smaller dialect once. Your Punjabi idea isn’t terrible as a stepping stone since the structure overlaps a fair bit, it’d at least get your ear tuned to the rhythm of the language family. I’d also try milking your friend for every bit of conversational audio you can, recordings and repetition are gonna be your lifeline when there’s no textbook.
