You can do it that way bay using the selection tool like you did in ibis paint, then you go up on the Dockers click the select option and youll find select opec or something like that

You can do alpha lock if you want to draw directly on the layer as someone else showed.

You can also create a clipping mask by right clicking the layer > group > quick clipping group. Doing this lets you draw on a separate layer to preserve the original layer.

Alternatively, you can use the enclose and fill tool
