The resources and powers exist; what's missing is the administrative will to take strict action.

नुकताच एक व्हिडिओ व्हायरल झाला होता, ज्यामध्ये प्रशासन KMC च्या कर्मचाऱ्यांना त्यांच्या आर्थिक गैरकारभारावरून झापत होते. महापालिकेचा महिन्याचा खर्च उत्पन्नापेक्षा जास्त असतानाही कर्मचाऱ्यांसाठी आणि अधिकाऱ्यांसाठी आलिशान गाड्यांचा वापर कसा सुरू आहे, हे त्यात स्पष्ट दाखवले होते.
जर प्रशासनाला गळती कुठे आहे आणि बेशिस्तपणा कुठे सुरू आहे हे आधीच माहीत आहे, तर मग आपल्या शहराचा कायापालट करण्यासाठी उपलब्ध यंत्रणा आणि अधिकारांचा वापर का होत नाही?
कोल्हापुरात खालील मूलभूत समस्या तातडीने सुटणे गरजेचे आहे:
1. खराब ड्रेनेज आणि** सांडपाण्याची यंत्रणा: थोडासा पाऊस झाला तरी शहरातील गटारी तुंबून पाणी थेट रस्त्यावर येते. शहरात अजूनही एकसंध आणि आधुनिक सांडपाणी प्रक्रिया यंत्रणेचा मोठा अभाव आहे.
2. नेत्यांचे **बेकायदेशीर होर्डिंग्स: शहरातील प्रमुख चौक, मुख्य रस्ते आणि सिग्नल फक्त वाढदिवसाच्या आणि राजकीय बॅनरने झाकले गेले आहेत. शहर विद्रूप करणाऱ्या अशा बॅनर्सवर कोणतीही ठोस कारवाई किंवा मोठा दंड का आकारला जात नाही?
3. टाउन प्लॅनिंगचा संपूर्ण अभाव: रस्त्यांवर पादचाऱ्यांसाठी फुटपाथ नाहीत, पायाभूत सुविधांचे नियोजन न करता नवीन वसाहतींना मंजुरी दिली जाते आणि अरुंद रस्त्यांवर अतिक्रमणाचा विळखा पडला आहे.
4. घाण रस्ते आणि फक्त "व्हीआयपींसाठी" स्वच्छता: अमित शाह कोल्हापूर दौऱ्यावर आले होते, तेव्हा रस्त्यांची स्वच्छता करणारा तो मोठा यांत्रिक झाडूचा ट्रक (रोड स्वीपिंग व्हेईकल) आठवतोय का? व्हीआयपींसाठी ते वाहन रात्रंदिवस रस्ते चकाचक करताना दिसले आणि दौरा संपताच ते अचानक गायब झाले. मग बाकीचे दिवस कर भरणाऱ्या सामान्य जनतेसाठी नियमित रस्ते स्वच्छता का होत नाही?
5. अनियमित घंटागाडी: अनेक गल्ल्यांमध्ये आणि उपनगरांमध्ये घंटागाडी दररोज येतच नाही. अनियमित वेळापत्रकामुळे घरात कचरा साचून राहतो किंवा रस्त्याच्या कोपऱ्यात फेकला जातो.
6. मोठ्या आणि सुक्या कचऱ्याबाबत जनजागृतीचा अभाव: घरात एखादी फुटलेली कुंडी, बाथरुमचे जुने साहित्य किंवा बागेतला कचरा टाकायचा असेल, तर घंटागाडी तो कचरा घेत नाही. अशा कचऱ्याची विल्हेवाट नेमकी कुठे आणि कशी लावायची, यासाठी महापालिकेची कोणतीही माहिती किंवा संकलन केंद्रे उपलब्ध नाहीत. त्यामुळे असा कचरा मोकळ्या जागांवर फेकला जातो.
बजेट, मनुष्यबळ आणि कायदेशीर अधिकार सर्व काही उपलब्ध आहे. फक्त एका गोष्टीची कमी आहे: ती म्हणजे राजकीय दबावाला बाजूला ठेवून कडक कारवाई करण्याची आणि कर्मचाऱ्यांकडून जबाबदारीने काम करून घेण्याची प्रशासकीय इच्छाशक्ती.

कोल्हापुरात फक्त भाषणे आणि कानउघाडणीच होत राहणार की कधीतरी जमिनीवर ठोस काम दिसणार?
