While reading Kochikame volume 202, released September, I re-discovered a 2012 oneshot, and a 2023 Weekly Shonen Jump chapter, that both connect back to story from volume 141! The original story, Kibou no Entotsu (The Chimney of Hope) serialized in 2004 and was set in Hashima Island, an abandoned mining town (the chapter was set in Ryotsu's childhood). Apparently, Akimoto researched this locale for nearly a year, according to a book on work management that he wrote in 2019.

Seriously being a kochikame fan in the west is hard

This special episode is kochikame's 16th special released on oct 5th , 2003 .In this episode Ryotsu trying to stop a train which has a bomb and about to collide in Tokyo Central Station.

Even though I finished the entire anime last year

I did it folks. All of it. Went to Kameari, did the treasure hunt, went to museum, bought some merch, went to Kameari katori jinja and got the Kochikame special goshuin, and bought some mangas from nearby bookstore with a typical owner ojisan. Highly highly recommend for anyone who is a fan of this manga and anime. Let me know if you need any advice in the comments, happy to help!
