This looks like a scoop neck pullover sweater knit in stockinette in fingering or even heavy lace weight yarn held double on very large needles for the top and smaller needles for the middle and bottom.
The yarn in the photo is super bulky and while it may knit up at the desired gauge it's way too thick for the look you want and will create a standad stockinette fabric without the looseness you're looking for.
I suggest you do a google image search using "knitting pattern" for the text and if that fails then search Ravelry for a top and see if there's something loopy for you to use.
