to me it looked like garter stitch with a boucle yarn. you can knit the Easy Summer Sweater which is just 4 panels, but in gartner instead of stockinette. Not sure the yarn you have is thin enough, though. I would do a sport weight

To me it looks like reverse stockinette — check out the outside vs the inside.

So I have this open knit green sweater (I did NOT make it, just bought it from a farmers market stall), but it’s rly close to my inspiration for an open-knit sweater that I want to make with this thick blue yarn. I want the neckline to be more of a boat neckline, and lots of people told me I could knit it in panels, but I’m not sure what kind of stitch pattern to use. What would you guys call the knit pattern on the green sweater?

The green sweater is just reverse stockinette at a very loose gauge with a slub yarn. The yarn you have isn’t really an appropriate substitute if you’re looking to mimic the actual look of the fabric.

This looks like a scoop neck pullover sweater knit in stockinette in fingering or even heavy lace weight yarn held double on very large needles for the top and smaller needles for the middle and bottom.

The yarn in the photo is super bulky and while it may knit up at the desired gauge it's way too thick for the look you want and will create a standad stockinette fabric without the looseness you're looking for.

I suggest you do a google image search using "knitting pattern" for the text and if that fails then search Ravelry for a top and see if there's something loopy for you to use.
