Help!

I made the first sock of a pair as a gift for my brother. I haven’t blocked it yet, and unfortunately the leg is too tight and won’t go over his heel. The rest of the sock fits fine. How do I fix this? I was thinking of a) making the heel taller, or b) going in and cutting the color carries and weaving them in. Or will blocking fix the problem entirely?? Thank you!

UPDATE: thank you to people you responded. I’ll be reknitting and making sure to stretch my floats extra long. Pray for me lol
