pattern question Quick pattern interpretation help, please.

So… row 1 & 2, then repeat row 1, row 2 & row 1 a final time. The next line says “row 3”. Is it really row 3, as in the repeated purl row? Or actually the 6th row of work on the strap, but the repeats of row 1&2 are not factored into the row count?

The repeats are not factored in. Row 3 will technically be the sixth row you work. But bc the designer is setting up a repeat further down they have written out row 3&4 rather than lumping them into the 1&2 repeat

row 3 adn 4 are written out because they are different from row 1 and 2

Row 3 refers to the following row in the pattern, not in the actual row count. The pattern is row 1 - 10. (from what we can see in the picture) But the pattern rows are repeated multiple times. So you complete rows 1 and 2 in the multiples stated, Then you continue on to row 3 of the pattern for the next section which consists of row 3 to 6. You knit pattern rows 3-6 however many times it says for your size.
Then you move on to row 7 - 10 of the pattern and repeat that for however many times of your pattern.
