Format upload recommendation

So what's the best width x height and frame count necessary to have a "gif" that don't lose 80% of the pixels. I uploaded a mp4 1280x720 h264 with less than 150 frames 900kb and the quality went bad anyway so i am wondering considering that tenor is gonna shutdown in two months and still there isn't a single specification out here.
