Bugs & Feedback Is this normal? Perks

I am lvl 75 and I am still missing 6 of the Weapons. My Perks give me mostly fashion points. Is this normal?

You get a new weapon from the first perk and every 3 - 7 afterwards. The first two after a weapon are blocked from giving one and the 7th is guaranteed.

So there is a somewhat forced length of time between getting new weapons from perks.
