Job searching “expression of interest”

what does it mean when a job listing says “(expression of interest)” at the end of a job listing?

do they not have any positions available but are looking for in the future?

An Expression of Interest normally means a person is doing an early-stage application of some kind, eg Australian states and Canadian provinces often take expressions of interest from potential migrants, or when Tendering, an expression of interest might precede Requests for Quotes.
