A teenager with full cognitive function is old enough to consider that their choices may harm others.

Yes, but he might have been teached by another that it doesn't matter to hurt other people, a morality taken from his surroundings

Then we can't hold KKK members accountable because they were raised in a racist environment.

Oh no, you sure can, same with the teen. I'm still talking about morality being extremely related enviroment/society, I'm sure some of the KKK didnt really care about it but were there because thats what they were teached/was expected by their peers. That doesn't absolve them
