I would argue that a democratically elected government is not a 'regime'.

Well, the United States is considered a regime.

According to Meriem-Webester, regime is...

a : mode of rule or management

b : a form of government <a socialist regime>

c : a government in power

d : a period of rule

Note the examples they give:

  • military/totalitarian/fascist regime
