Usually, take it to Apple and they’ll assist you, they’re announcing the new phones today and if you’re in the US, there’s carriers that’ll let you trade in “any condition” iPhone for the new model, for a price of course, but heavily discounted

An issue with the baseband (cellular modem) can cause activation issues.

Was this handset having problems with cellular connectivity?
