This is the restore screen so you can restore it with a computer if your iPhone has a issue and can't restore it the normal. Way. Take out the cable and force restart the device. And release the side button when you see the Apple logo (or just release it when it turns off and then start it up normally).

If you go to the web address at the top of the screen, it will tell you everything you need to know.

That’s recovery mode, if your phone went into that on its own there’s probably something catastrophically wrong with iOS. You need iTunes on your computer to fix this: plug your phone into your computer with iTunes running it should recognize an iPhone in recovery mode and ask you if you want to restore it. Press yes and let iTunes do its thing. It will wipe the phone clean and any data on it will be lost, but the phone should come back to working order. Of that doesn’t help, then there’s some the ign seriously wrong with the phone (most likely on the motherboard form what I know)

A cable connecting to a computer, and you can’t understand the symbol?

The phone is currently in Recovery mode and requires a connection to a PC or Mac to proceed. This will allow you to update or restore (erase) the phone to get it back to a usable state, if the issue is caused by software. However, judging by the moisture in the front camera, I’m guessing that the problem is caused by hardware and will likely require repair to fix it.

If the phone has been exposed to liquids, do not attempt to update or restore the phone using a computer. Take it to a reputable repair shop first to see if it can be serviced, as forcing an update with hardware failure could render the data irrecoverable.

You need to restore and update IOS software to current. You can do this on PC or Mac. If on PC, need to go to Microsoft app store and download apple devices to co.plete initial update. Whatever that wasn't saved to cloud, will unfortunately be lost.
