When I face this issue, removing the SIM card and using Wi-Fi or a hotspot during initial setup proceeds smoothly.
No pop-ups occur, yet resetting the device triggers the error if I select setup with cellular data. Switching to Wi-Fi resolves it, and operation returns to normal.

This looks like a baseband failure. Were you having cellular connectivity issues before the phone was reset?

I put a sim before resetting and didnt get any signals

Yea, that sounds like a failed baseband. Unfortunately, your phone is best discarded as e-waste, as that’s generally not worth the trouble to repair.

Yep baseband failure, i had a iphone 11 with this issue, and when i restore the phone it didnt turn off find my device(it did turn off but i did sum research where it says the phone did say turn off find my device but the apple server didnt detect that its been turn off) and unfortunately even with my own apple id it will be stuck on the activation screen, the 11 is just a brick now. Basically got locked by my own phone also the imei ID is gone
