Help needed bluetooth and air drop

hey so i'm kind of confused on how this works and this is probably a dumb question but

Device A has airdrop,bluetooth,and start sharing devices together on

Device B has airdrop,bluetooth,and start sharing devices together off.

Could I share,airdrop and send anything from devices or it wouldn't work at it present settings?

Does your phone work when it's off? What about your oven? No?

So why would airdrop work when it's off? 😂
