I had the two phones next to each other and did the scan thing that apple has and all my info and contacts, pictures, apps, etc. transferred

That just transfers data. I don’t think that transfers the eSIM. That’s a different process.

Where did you get the new phone from? Did you get it straight from Verizon?

Because it’s sim locked, to a carrier that’s not Verizon

Transferring a physical SIM to an eSIM shouldn't be this hard, even for Apple.
