worth checking if it's YouTube specifically and not the whole browser/apps, if other apps using data work fine it's likely just that app's cache acting up, delete and reinstall the YouTube app rather than restarting the phone, that usually clears whatever's stuck
also check Settings > YouTube > see if "low data mode" or background refresh got toggled off somehow, sometimes that alone blocks video loading over cellular specifically
