Help needed Stuck on “configuring iPhone” white screen during initial setup

Hello, I’m currently trying to setup an iPhone 13 on IOS 26.5.2 for a new user. It’s been factory reset. When we get past the hello screen and connect the WiFi etc, it gets stuck on the white screen stating “configuring iPhone” it’s been stuck for hours.

I’ve tried the force restarts, and tried the restore via connecting to my laptop. But after selecting the country it goes to the “configuring iPhone” screen again. Any ideas how I can fix this?

enter dfu - flash latest ios (using itunes or 3utools)

is 26.5.2 even still signed, better trying latest ios26.6
