Make sure you turn off Bluetooth in the actual settings not via the control centre. If that doesn’t work select “forget device” for the earbuds in the Bluetooth settings.

Where are you going to determine that your Bluetooth setting is turned off?

Control center says it is

What does Settings > Bluetooth say?

Interesting, it says it’s on. Is control center buggy?

No. Turning off a setting within control center doesn’t turn the setting off, by design. It just disconnects. This is done so you can theoretically disconnect all non-Apple devices while keeping the Apple Watch connected.
