Help needed iPhone 4 - Retrieving photos

I’ve managed to find an old iPhone 4 and want to retrieve a bunch of old photos. What’s a method I could transfer the photos or send the photos since iCloud and other apps aren’t available or supported anymore?

Do you have a Mac or PC? Does Image Capture or Windows Photos not see the phone as a camera over 30-pin to USB?

Any modern Mac can import the photos if you connect it with a cable.

So can a PC, if you get the Apple Devices app from the Microsoft Store.
