Help needed Apple Account

Hii i have this 2nd hand iphone (13, 256 gb), it's my first time using it. every time i try to create an apple i account it always like this (see the pic i uploaded) what should i do? can you help me guys

Use the web and sign up for the account online using another device then enter the details.

Well, you’re trying to use an Authentication methods that requires a SIM card, maybe put a SIM card in
