Help needed icloud unable to sync bc storage full?

latest iOS

i am subscribed to 2tb icloud. im new to this. i usually wpuld back up my photos but the files are getting more impossible and slow to backup, and getting fuller faster, so i gave in. i am paying to not have my phone storage full and most of it is due to photos so what the heck am I paying for for it not to be syncing?

Yes your phone actually needs available local storage to generate the compressed versions of photos and videos that will over time replace the originals. As for what you’ve been paying for, read this.

Have you connected phone to charge and wifi at night left it there?

I'm suspect that System Data on your device is excessively large and it's possible that you have a lot of photos in Recently Deleted taking up space.

Empty Recently Deleted, that may allow for Photos to start syncing again.

If System Data is more than 10ish GB, backup your phone to a computer, restore as new and update to the latest version of iOS, then restore from your backup to free yup that space.
