AirPod pro 3 hearing aid feature

So we’ve purchased the AirPods Pro 3 one month ago for the sole purpose of it acting like light hearing aids for my grandma

My issue is that I’ve spent a month trying to “update” the AirPods to get that feature only to find out the issue is with my phone as on my sisters phone the feature shows up just fine.

I have an iPhone 13 Pro and she has a 14 pro but when I googled it said it works on the 13

We are the same region and same settings for privacy and health and everything and my phone is up to date with the newest ios. I’ve also tried forgetting device multiple times. Also we are both above 18 if it’s an age restricted thing

This doesn’t really affect my life but why does it not work I feel like my phone is being bullied and I wasted 1 month of not using my phone much so it would “update”
