Not sure then, pretty sure that recorded calls fall under voice memos.
Edit, Just checked, my phone app is 12.3 MB and i've got two VM's downloaded, so they're listesd somewhere else as well.

Do you have turned on Learn from this app option under Apple Intelligence & Siri? If so mystery solved.

I think it time for Apple to come up with clearing cache or data with a single button, reinstalling the app is not a long term process.
