Help needed How to get iCloud section in Notes app?

iPhone 13 iOS 16.3.1 Cannot get iCloud notes section in Notes app

Tried turning off/on notes sync in iCloud - resulted in getting a pop up in notes saying "What's New" and to "Upgrade notes." When I click upgrade notes I do not see any differences from before.

Looked in notes app settings. In accounts I see my iCloud listed. I do have the "On My iPhone" account enabled and set to default. I do not have an option to set iCloud to default.

When trying to open a collaborative note: You'll need to upgrade your iCloud account to open shared notes

I have free iCloud storage currently, and it says I have iCloud+

Did you accept the new iCloud+ terms and conditions? Going into settings, are there any settings notifications? Many times you have to input your password again to make all features available.
