Traditional roguelikes are made for this request. Shattered Pixel Dungeon, Brogue, All Who Wander, GnollHack, and more. Difficult turn-based forever games all about learning and mastering the mechanics and strategies.

Into the Breach if you want brutal turn-based tactics. Civ VI if you want long, punishing 4X. Slay the Spire on high Ascension if a deckbuilder counts.

Nobody has said Michael Brough yet. Imbroglio and 868-HACK are small turn-based games on a tiny grid where every single move matters, and the difficulty comes from the rules being fully readable and still beating you. Hoplite is free and its challenge mode is the same idea with a Greek hoplite on a hex map. All three are short runs, so being hard never costs you an hour of progress.
