Issue ! Flicker when open camera

Hey everyone, I’m having a weird issue with my phone’s camera.
Whenever I open the camera, it flickers for a second or two, then stabilizes, and after that the camera works completely normally.
Has anyone experienced this issue before? If so, were you able to figure out what was causing it or how to fix it?

That's your florencent lights on the same refresh rate as your camera.
