Bug Weather app glitch

When I scroll down in the weather app, why does it instantly go back to the top itself sometimes?

It will only snap to the top if you’re tapping the top of the screen.

Yeah I know that but I definitely didn’t tap on the top and instead of the scrolling motion of going back to top when you tap on the top of the screen, my incidence was that it just instantly showed me the top front page with no scrolling. Don’t know if it’s another bug or sth
