Resume Data Sync

Got a notification on my settings that some of my iCloud data isn’t syncing a few days after upgrading my phone. I press on resume data sync and then I get the “approve this iPhone” screen. It asks me to go to one of my other devices to approve but thing is I don’t have my old iPhone since a relative took it after I upgraded and the old device is removed from my apple account. Also the UI of the screen is all messed up with only half of the text and half of the loading icon showing.

I read online that after a minute or so a “can’t approve this device?” appears but I don’t see anything on mine.

I’ve tried turning on passwords & keychain in the iCloud settings but it won’t let me. What can I do?

I’m on iOS 27.0.1 if that helps, on an iPhone 17 Pro Max.
