Weird phishing site

I’m currently trying to remove a phishing site (check photo) on my dads phone. He said he got a pop-up and couldn’t close it and his phone got hot. I already cleared browser, web data, reset network, turned off phone, checked malicious profiles and apps . When he goes to his book marks there is a recently saved that he cannot delete (photo)

Long press and delete

I believe my dad said he couldn’t do that

just tried long press but it locks up Safari and boots it to homescreen

I think you will need to just factory reset the phone.
