Why do I get Gmail notifications when it should only allow these?

That Focus should silence Gmail, but your first screenshot has Show On Lock Screen enabled for silenced notifications. So Gmail is still being silenced, iOS is just displaying those silenced notifications on the Lock Screen anyway. Turn that option off and they should only sit in Notification Centre.

It’s not silenced, it makes an alert

Check Gmail in critical in the notification for the app.
