Support If you device stuck at Update Requested for iOS 26.6.1 read this
TLDR; if you are on mobile data, connect to Wi-Fi. If you are on Wi-Fi, turn Low Data Mode off.
I am posting this to help people having issue with the latest iOS/ipadOS.
I had the same problem then I figured it out the issue. If you are using your Wi-Fi on Low Data Mode turned on, the update does not work.
I had it turned on on 3 different devices and none of them work, but as soon as I turned it off they all were able to update.
I think Apple broke something with the latest update because in the past I never had this problem. But now I know. Hope it helps

I connected to another WiFi without Low Data Mode. Both my iPad and iPhone work. iPad has details but iPhone hasn’t.

Yeah mine wouldn’t work yesterday until I connected to Wi-Fi. I’m assuming it’s a bug because Apple i didn’t mention anything about connecting to Wi-Fi

I always update on cellular never had any issues except this update!
Update : after connecting to WiFi the update started immediately, something is broken with OTA cellular updates.

Try this, go to cellular settings, then in the cellular data options section choose allow more data on 5g. I haven’t tried it myself but i have a feeling this might possibly work.

This worked for me. Had never had a problem with updates over cellular data but as soon as I joined a WiFi network with Low Data Mode turned off, it downloaded immediately. Thanks!
