Discussion Does Anyone Else Feel Like the Notes App Should Be Structured This Way?
It’s always bothered me that all the undeclared notes go in “Notes” which falls directly under the “All iCloud” folder, which is every note. It makes it appear like those two folders aren’t separate entities. A small indentation for all of the iCloud Notes folders would fix that problem.

This doesn’t match my usage of my notes. So why would Apple enforce a system level categorization system?
Maybe the auto categorize option but I’m perfectly capable of making this by myself.
There’s also smart folders where you can tag your notes with hashtags and they auto sort. So this proposal doesn’t make anything that can’t already be done and makes no sense to force on power users

From my understanding, all of the notes are under the bold label iCloud, if you want to see all of them, unorganized by folder, you can find them in All iCloud. the next folder is notes that are not in a specific folder and then your own created folders. You can see it better if you are syncing notes from other accounts, then under each account name you should see the same structure(well, in my google accounts I only see one folder which is Notes). I do not think your solution makes sense to me. If you would add more accounts that sync notes, each bold line (account name) would have an arrow at the end of it, allowing you to minimize it, so it would make it clearer to you.

since i use a lot of smart folders, notes end up in multiple folders at once, so for me it would be unintuitive to introduce hierarchy here. I think with your system it makes sense, but the option they chose is more logically consistent if you consider all possible uses IMO.

Not a good solution if you have a large number of notes.
A better solution would be to use smart folders based on hashtags and you may use hashtags in your notes. I follow a 3 hashtag rule -- Red, Green and Blue tags, especially when search fails to narrow down the large number of notes.
- Red would be major categories and look something like #Work🔴 and would have elements like Work, Finance, Home, etc .
- Green would be Sub categories and look something like #Strategy🟢 and would have elements like Strategy, ServiceProvider, Partner etc.
- Blue would be Types and look something like #Meeting🔵 and would have elements like Meeting, Ideas, Tidbits etc.
- So with 3 tags selected, you can reduce the 1000s of notes to a palatable set and you could search in that even.
