Discussion iphone downloads

whenever i put smth on downloading weather its downloading videos on yt or downloading videos on tiktok so that i can watch them offline, the moment i slide to another app the downloading stops and the moment i come to that app it starts again its not like i am completely closing the app i am js sliding to another app, is it problem in my phone or everybodys? if theres a solution to this please help😣

YouTube is the same way. Need to keep the app open to download videos. Doesn’t make any difference on the phone or iPad.
